DISCIPLINARY POLICY & PROCEDURES

 YOUR BEHAVIOUR – YOUR RESPONSIBILITY


PURPOSE:

 These Disciplinary Policy & Procedures are to be considered in conjunction with the PBFC Codes of Behaviour and Conduct Policy.  The purpose of this Disciplinary Policy & Procedures document is to provide a uniform approach for PBFC to deal with any on or off the field behaviour by any:

 

  • Player that receives either an official caution or dismissal by a match official;
  • Player that acts inappropriately in relation to expectations by his/her coach;
  • Club Official, Parent or Supporter that causes gross offence to either any other stakeholder in the PBFC or an Official, Parent or Supporter from any other club.

 These procedures will be published on the PBFC website in the ‘Downloads’ section and issued to existing members/players on request.  We urge players, coaches and managers to read the club’s Code of Behaviour and Conduct prior to the season commencing.

 PBFC has nearly 350 members and it is critical that we ensure the widely accepted FFA, Football NSW and PBFC policies on behaviour and sportsmanship are followed.

 

DISCIPLINARY GUIDELINES (formal, on or off the field):

  1. PBFC members who breach the club’s Code of Behaviour and Conduct will be officially warned by the Executive Committee by using a card process similar to playing a game.  If after two warnings a member’s bad behaviour continues PBFC will have no other option other than to give them a red card and bring them in front of the Executive Committee.
  2.  ONE Warning (Yellow Card 1) for a written complaint against a member of PBFC for the first time in the season.


PBFC Policy:  Members in breach of the club’s Code of Behaviour and Conduct will be notified by the Executive Committee that their behaviour is not acceptable and if they persist they will be given another warning.

  1.  TWO Warnings (Yellow Card 2) for a written complaint against a member of PBFC for the second time in the season.
    PBFC Policy:  Members in breach will be notified by the Executive Committee stating the members registration for the following season will not automatically be accepted and will be subject to review to determine if the player is of proper character to represent PBFC.
  2. THIRD AND FINAL WARNING (Red Card) for a written complaint against a member of PBFC for the third time in the season.
  3. PBFC policy:  Member will be notified by the Executive Committee that she/she has been stood down for the remainder of the season for failing to abide by the club’s Code of Behaviour and Conduct.  If removed as a player, that person will be ineligible to play, coach, manage in / on any PBFC team the following season.
  4.   NOTE:  this procedure is not limited to only players;  any Official, Parent or Supporter may be subject to this procedure if cautioned by a match official.

 

INAPPROPRIATE DEALINGS WITH COACH:  Training and Playing

1. Coaches have the authority to exclude players from training activities in response to inappropriate behaviour.  Coaches of junior teams may remove players from the field of play during games in response to inappropriate behaviour from the player or the player’s parent.  In addition, coaches may ‘bench’ players when they consistently:

(a)  Miss training;

(b)  Are late for training;

(c)   Are late for matches.

2. Players to respond inappropriately to the instructions of a coach or club official during a game or training in such a manner as they clearly breach the club’s Code of Behaviour and Conduct policy may be subject to penalties imposed by PBFC.  In such case, the responsible coach may wish to make a written complaint and request action be taken against the player concerned.  The coach must make the complaint in writing to the Secretary within seven (7) days of the incident.  The Executive Committee will determine if a meeting should be called.

 

RIGHT OF APPEAL

  1. To ensure that that PBFC maintains a fair, balanced and reasonable position in all disciplinary matters any disciplinary penalty imposed will be open to an appeal process.
  2. A person may appeal to the Executive Committee against a decision to caution, suspend or expel the person within 5 calendar days after notice of the decision is served on the person, by lodging with the Secretary a notice to that effect.
  3. The notice of appeal must be accompanied by a statement of the grounds on which the person intends to rely for the purposes of the appeal.
  4. On receipt of a notice from a person under paragraph 3, the Secretary must notify the Executive Committee which is to convene a meeting to be held within 21 days after the date on which the Secretary received the notice.
  5.  At an Executive Committee meeting convened under paragraph 4:

(i)  Business other than the question of the appeal may be transacted;  and

(ii)  The appellant and the person making the original complaint shall be given the opportunity to state their case orally or in writing, or both; and

(iii) The committee members present are to vote by secret ballot on the question of whether the determination should be confirmed, substituted or revoked.
